Quentin Baker- Director of Law and Governance
Quentin has overall responsibility for the services provided by LGSS Law and leads on the provision of legal support to high profile matters and those relating to corporate governance. Quentin has worked as a Lawyer in the public sector for twenty years and has considerable experience of advising on matters of corporate and ethical governance as well as local authority companies and collaborative ventures.

Prity Patel- Head of Law, Children’s Social Care and Safegarding
Prity is an extremely experienced childcare solicitor and manager and is also a trainer, coach and mentor for front line social care practitioners and multi-agency partners. She has conducted over 40 Serious Case Reviews and has an excellent understanding of service delivery for Children’s Services.

Duncan Dooley-Robinson – Head of Health and Adult Social Care Law
Duncan is a highly experienced solicitor and manager with many years of experience of working in adult social care and health law in the public sector and in private practice. He assisted in the formulation of the Health and Wellbeing Committee structure and advised on the formulation of the JSNA and the Health and Wellbeing Strategy. He has experience of advising on the re-commissioning of residential care contracts, transferring public health services to a local authority (Liverpool County Council) and of advising on all aspects of the community care, mental health, mental capacity and human rights legislation. He has also dealt with a number of high profile and now cited legal cases such as the case of SG (2014).

Michael Kelly- Head of Property and Planning
Michael has very recently joined LGSS Law Ltd on an interim basis to cover maternity leave for our existing Head of Property and Planning. Michael has extensive Planning and Regeneration experience including planning and highways agreements and Compulsory Purchase (Highways and Housing) schemes, planning enforcement injunctions and Judicial Review. He has considerable experience in a public sector management role advising committees officers and member briefings. Michael has also worked in private practice on a number of Transport Work Acts infrastructure projects for Network Rail for the West Coast Main Line and for Transport for London for and the Docklands Light Railway Schemes and Thames Bridge River Crossing and more recently on Phase one of the High Speed rail link.

Fiona McMillan- Head of District and Parish Council Law, Litigation & Contracts and Procurement
Fiona joined LGSS Law in February 2016 to head up our new team working with Districts and Parish Councils. She is a very experienced former Head of Legal and Monitoring Officer at South Cambridgeshire District Council, with over eighteen years’ experience of working with District and Parish Councils. She is extremely knowledgeable on governance, ethical standards and code of conduct, planning, housing, licensing, employment, and environmental health, council decision-making and constitutional issues.
Fiona and her team will travel to any council in the Eastern and Midlands area to attend council meetings or give advice in person or remotely to officers. The team is able to provide either one-off ad hoc advice or more regular advice, including offering interim or longer-term support on site for all your legal and governance requirements.
Fiona also manages the LGSS Law Litigation team and currently the Contracts and Procurement team.
Lynne Owen- Practice Manager (Operations)
Lynne joined LGSS Law Ltd in July 2016, having worked within the legal profession for twenty years and having extensive experience in Practice Management. Lynne is the Practice Manager (Operations) with responsibility for all operational aspects of LGSS Law Ltd, including the Operations Team, Legal Compliance and Accreditations, comprising the Law Society’s Lexcel Management Standards.
