Debbie Carter-Hughes – Interim Executive Director

Debbie joined Northamptonshire County Council in 2006 and was appointed to the Head of Property and Planning following the creation of LGSS Law in 2010.  Debbie specialises in Highways and Planning matters and enjoys all areas of this work but particularly drafting legal agreements and advising on unusual legal queries.  Debbie has dealt with a wide variety of issues including declaration of highway applications in the High Court and a number of judicial review matters.  In 2018 the Contracts and Commercial team have also joined Debbie’s team allowing her to have an overall view of all inter connected legal work covering property, planning and contracts.  Debbie travels across all of the LGSS Law offices and will undertake all levels of legal work as required.

Prity Patel – Head of  Children’s Social Care and Safeguarding

Prity is an extremely experienced childcare solicitor and manager and is also a trainer, coach and mentor for front line social care practitioners and multi-agency partners. She has conducted over 40 Serious Case Reviews and has an excellent understanding of service delivery for Children’s Services.

Duncan Dooley-Robinson – Head of  Health and Adult Social Care Law

Duncan is a highly experienced solicitor and manager with many years of experience of working in adult social care and health law in the public sector and in private practice.  He assisted in the formulation of the Health and Wellbeing Committee structure and advised on the formulation of the JSNA and the Health and Wellbeing Strategy.  He has experience of advising on the re-commissioning of residential care contracts, transferring public health services to a local authority (Liverpool County Council) and of advising on all aspects of the community care, mental health, mental capacity and human rights legislation. He has also dealt with a number of high profile and now cited legal cases such as the case of SG (2014).

Fiona McMillan – Head of District and Parish Council Law

Fiona joined LGSS Law in February 2016 to head up our new team working with Districts and Parish Councils. She is a very experienced former Head of Legal and Monitoring Officer at South Cambridgeshire District Council, with over eighteen years’ experience of working with District and Parish Councils. She is extremely knowledgeable on governance, ethical standards and code of conduct, planning, housing, licensing, employment, and environmental health, council decision-making and constitutional issues.

Fiona and her team will travel to any council in the Eastern and Midlands area to attend council meetings or give advice in person or remotely to officers. The team is able to provide either one-off ad hoc advice or more regular advice, including offering interim or longer-term support on site for all your legal and governance requirements.

Virginia Lloyd – Acting Head of Litigation

Virginia has been a solicitor since 2003, initially qualifying into and working in the Private Sector before giving general practice advice at the Law Society.  Subsequently, Virginia has worked in the Commercial Civil Litigation Team of the London Borough of Southwark before moving to South Cambridgeshire District Council (‘SCDC’) and 3C Shared Services for Cambridge City Council, SCDC and Huntingdon District Council.  

Virginia has experience of High Court and Judicial Review cases, including Planning enforcement and Civil Injunctions, Business Ratings challenges including the notable Public Safety Charitable Trust case affecting local authorities around the country.  Virginia also has Criminal Litigation and Licensing experience and has acted as Deputy Monitoring Officer for a District Council. 

Virginia commenced a role as Principal Lawyer within the Litigation Team of LGSS Law in August 2017 and is currently acting as Head of Litigation.
